A new bill authored by State Rep. Reynolds in the Texas House seeks to adjust how student loan interest rates are determined, focusing on repayment ability and program costs, according to the Texas Legislature website.

The bill on Labor category, introduced as HB 319 during the 89(2) legislative session on Wednesday, Sept. 3, was formally listed with the short title: ’Relating to requiring certain employers to provide paid sick leave to employees; providing administrative and civil penalties’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the Education Code to adjust interest rate determination for student loans issued by the Texas Higher Education Coordinating Board, effective Sept. 1, 2025. It prohibits the board from imposing stricter repayment ability standards for certain applicants, except for those attending schools with a loan default rate of 15% or more. The board must set interest rates to cover bond costs and program expenses, taking into account the risk of timely repayment based on the applicant’s degree field demand, projected salary, and employment rates. Interest is deferred while students remain enrolled in participating institutions, and the board may charge loan origination fees. The bill applies to loans issued for the 2026 spring semester onward.

Ron Reynolds, a member of the House Committee on Energy Resources, proposed another 13 bills during the 89(2) legislative session. He is also a member of the House Committee on Environmental Regulation and a member of the House Committee on House Administration.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
