Rep. Ron Reynolds introduced HB 4251, a bill on Labor, to the Texas House on Tuesday, April 1 during the 89(R) legislative session, according to the Texas Legislature website.

More specifically, the official text was summarized by the state legislature as ’’Relating to protection for certain essential workers and health care practitioners in the private sector who report certain activities or violations of law’’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

This bill amends the Texas Labor Code by adding Chapter 24 to provide employment protections for essential workers and health care practitioners in the private sector who report activities they believe compromise patient or workplace safety or violate laws. It applies only to employees designated as essential by the Texas commission based on federal guidance during the COVID-19 pandemic or who are licensed health care practitioners. The bill prohibits employers from retaliating against these employees by suspending, terminating, or taking adverse personnel actions if they make reports in good faith to proper authorities. It classifies such retaliation as an unlawful employment practice under Chapter 21. This Act will be effective Sept. 1, 2025, and will only apply to unlawful employment practices occurring on or after this date.

Ron Reynolds, member of the House Committee on House Administration, proposed another 54 bills during the 89(R) legislative session.

Reynolds graduated from Texas Southern University in 1996 with a BS and again in 1999 from Texas Tech University School of Law with a JD.

Ron Reynolds is currently serving in the Texas State House, representing the state's 27th House district. He replaced previous state representative Dora Olivo in 2011.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
